International aspects of standardization in telecommunications in the context of the Information Society and its impact on fundamental rights in Mexico

Abstract
International telecommunications regulations are analyzed with the aim of identifying progress and shortcomings with regard to Mexico´s commitments and challenges in this area. It is pointed out that a transformation of the law is essential in the face of constant technological development, as it is necessary to address the social needs arising from such advances. It also examines technological and regulatory progress in parallel, in order to relate them and explain how the creation of international treaties and organizations responds to technological developments. It highlights the importance of standardization in the telecommunications sector, which requires interoperability and interconnection to be efficient, taking into account that Information and Communication Technologies (ICT) must comply with common parameters in order to function as a tool for the full exercise of human rights and economic, social, and cultural development.
