Abstract

The article maintains a critical view of international cooperation for development in poor countries, particularly in Central America and the Caribbean. The welfarist, formal and generalist cooperation does not work in a context of counterparts insincere, incompetent or openly corrupt. The failure of the current cooperation deepens on the geopolitical problem of “fragile States”, where crime, drug trafficking and migration grow. Therefore, the paper argues for a shift towards a more proactive cooperation and accepts direct intervention, where new services will be generated and managed and most of the investments will be run. This involves frank, hard and conditioned negotiations with the countries accustomed to the resources of cooperation, through triangular cooperation arrangements and, in turn, a large international partnership among donor governments, multilateral organizations, socially responsible multinational corporations and nongovernmental organizations in process of corporatization.
