Luis Cabrera: a very special envoy for Mexican diplomacy

Abstract

In the field of foreign policy, we have understood the importance of identifying the factors that influence its execution, but at the same time we must observe and know the actors that participate in it. Nowadays, including in the analysis the identification and participation of the characters of the national history that were key to the birth of the Mexican State at the beginning of the 20th century and the design of our foreign relations, is of great importance.


The article that we present here precisely gathers some moments of Luis Cabrera’s performance within the framework of his work as President Carranza’s special envoy, a negotiator who, with his astuteness, was able to reach agreements with the United States on some issues that arose during the revolutionary movement, but also helped to solve the national problems that we faced at the beginning of the new millennium and that were transcendental to lay the foundations for the exercise of our foreign policy. Luis Cabrera’s life reflects a man of his time, marked by the transition from the old regime (Porfiriato) to the birth of a more promising Mexico where the ideals of democracy and social justice will be present.
