Vulnerability in the Coastal City: A Hydrometeorological Risk Prevention Model

Abstract
The damage done by hydrometeorological phenomena in Mexican territory, particularly the port city of Veracruz, occurs in the context of the construction of risk associated with global warming and is aggravated by specific characteristics of the territory and ways of inhabiting it. In the context of planning for a coastal city, the design of a comprehensive risk prevention model gives rise to mitigation strategies, creating habitable urban environments and providing at-risk communities with decision-making tools, thus allowing for preventive responses to threats such as hurricanes and flooding in coastal cities.
