Abstract
Carlos Figueroa Ibarra, Guatemalan sociologist resident in Mexico puts his finger on the wound when he tells us in this essay, with up to date and objective information, that many professionals have underestimated the role of civil society, of the masses and of popular uprisings in today's political processes in Latin-America, where what is popular is emerging in the context of a contradictory and growing anti-state and anti-political party spirit, and within the framework of the growing difficulties encountered by the State to resolving social demands.
