Abstract
The Bolivian philosopher H.C.F. Mansilla explores some possibilities of mitigating the excesses of Neoliberalism in the Third World starting recovering the ideas of the controvertible Mexican intellectual Octavio Paz, a zealous liberal who maintained until his death the conviction that the pluralist democracy, the option for individualism and the public liberties regime would represent the most noble and redeemable heritage of modern times. Moroever, a man who claimed with his thought and work essential elements of the romantic tradition.
