Abstract

The Mexican psychologist and sociologist Jesus Hernandez Garibay criticizes in this work the doctrine of George W. Bush's preventative war which seeks to give form to a governmental global system that eliminates all pretense of change, in the face of a crisis with shrinking possibilities of recovery. We see in this way a U.S.A. desirous of prolonging its American Century, confronting a less naive and more participative civil society, a planetary society more civically conscious and aware of its needs, in which Latin America and the Caribbean occupy a distinctive place.
