Abstract

Eduardo Lorier, Uruguayan politician, reflects in this article on Latin-American migration, from his country in particular, to the developed countries. He separates in a unique manner documented migration from the other kind, consisting of people who arrive looking for means of survival which cannot be found in their countries of origin. The topic is relevant in the face of US policy as well as that of the European Union which seeks to expel millions of undocumented immigrants, such as the "Directive of Return", approved by the European Parliament last June.
