Abstract
John Saxe Fernandez dissects in this essay the issue of diplomatic relations between The United States and Latin America, and with Mexico in particular. The scene, according to this Costa Rican politician, is deplorable. Mexicans kill Mexicans while the U.S.A., its security system and its banking system, take advantage of the traffic in and consumption of drugs, controlling neither drugs nor the selling of weapons to the Mexican cartels. This manipulation of the dynamics of weapons, business, and drugs is central to the promotion of chaos and instability in these countries.
