Abstract

The use of water is a fundamental factor for the development of the Mexican state; 75 per cent of the planet is covered by water the most is salt , only about 3 per cent is fresh water and part of it is frozen in glaciers and icebergs, therefore, the Federal Executive through the figure of the concession granted to individuals and determined through an administrative procedure, who can make better use and reuse of the same, but sometimes lack to be determined padlocks that prevent the misuse of this figure legal.
