The central hypothesis of the work it is to highlight the formation of ethical value is not atrade or management issue, it is based on the study of ethics, as it provides core valuesto encourage the social behavior and institutional performance on the basis that societiesneed honest behaviors that encourage legality, responsibility and a sense of belonging tocommunity life. In this sense, the focus of the work is more norma-tive and explanatory,considering that this is a matter which falls within the meaning of state life and communitylife to create an atmosphere of trust and better institutional certainty.
