Abstract

The mexican party system modified its profile once again after the results of the electoral journey of july the 2nd and the electors swill to substitute the Institutional Revolutionary Party in leading the Federal Government. Their resolution included also de absence of absolute majority in both chambers of Congress and, therefore, the commitment acquired by the new President of the Republic to share with other political forces the responsibility of making public decisions. This work explores which can be the direction of the new relationship between the Ejecutive and the Legislative Powers. It analyzes the formal and informal issues involved in the approval of the legislative pieces needed to support the action of government. Further on, it points out the institutional weakness of party systems and the impact it has on the possibility to attain Mexican democracy consolidation. In particular, it explores the different elements that may temper party cohesion and discipline in the LVIIII Legislature in order to establish agreements with President Fox administration.
