Abstract

This article examines the relationship between the Mexican authoritarian State and the pro- motion and defense of human rights. The author revises the different phases of development in that relationship. Thus, it starts with a historical review to exemplify the way in which human rights were violated by the governmental apparatus and how such violations were justified to explain then why the international community reacted timidly in those cases. The article shows, likewise, the emergence of NGOs in México, their purposes and the impact on the State thesis of “national security”. It concludes with some reflections relating the causes of the weakening of Mexican authoritarian Controls and the appearance, function and impact of the National Commission of Human Rights Coy its Spanish initials, CNDH).
