The building of the international anti-corruption regime as a global governance issue

Abstract
The study of corruption as an issue related to International Relations is relatively recent, because towards the end of the Cold War it was considered as a domestic matter. This article aims to explain why an international effort is required to achieve the goals of combating corruption and how it has been possible to consolidate an international regime on the matter. It is argued that the international anti-corruption regime was established as an issue of global governance until the 1990s due to increased visibility of corrupt practices worldwide, the link of corruption with other forms of crime and the efforts of international organizations to define corruption as a global problem.
