In this article, we establish a historic moment in which Latin America finds an opportunity to createa development strategy through elaboration and implementation of programs to reduce inequality and improve the quality of its citizens; also to analyze the role of the State, the region’s economic development within a crisis context of the capitalist mode of production and life.
