Abstract
It is satisfactory to present the number 40 of the journal Estudios Latinoamericanos, no only for the time elapsed and the collective effort of the Center for Studies Latinoamericanos (CELA) of the Faculty of Political and Social Sciences along 30 years, but also because it has witnessed, with its multiple analyzes, important changes in a world in which our region interacts. The current context is particularly controversial over the dispute between US hegemony in decline, undermined only in its military superiority, and the emergence of new poles of financial and productive power in Asia. One of the debates that emerges of this dispute is the replacement of the "absolute freedom of the market", in full swing of "post-neo-liberal globalization", by a "neo-protectionist" model that begins to confuse confused and unstable relations among the great powers. How is it historically, most Latin American governments have not participated in autonomously in the controversies of change of capital accumulation model because their decisions have been subordinated to external powers.
