Trend towards a planetary State of exception and global crisis of the 21st century

Abstract
This essay aims to demonstrate that the trend towards a planetary State of exception constitutes the response of capitalism to the global crisis of the 21st century. The first section summarizes the Pentagon’s perspective on “climate change”. The Pentagon recognizes planetary overheating as a national security problem for the United States of America. The second section, based on a critical evaluation of the history of the major over-accumulation crises, shows that the Global North is currently going through its worst phase in the downward trend of the profit rate. Its articulation with the globalization of poverty, the global food crisis, planetary overheating and the geopolitics of pandemics has led 21st century capitalism to detonate foreseeable catastrophes to which it prints a non-preventable character. The third section presents a critical periodization of the trend towards the formation of a planetary State of exception. Against which the second postneoliberal wave could position Nuestramérica, again, as the region that offers resistance if the challenge of building a block counter-hegemonic States is assumed.
