Citizenship of Mexican women in the social programs: between familiarity and effecting of their rights

Abstract

An examination of how gender-oriented policies have been implemented by the Mexican administration shows that women’s status is not directly benefited from them, in spite of being frequently mentioned as one of its purposes. An example can be drawn from the money transfers to housewives implemented under the Oportunidades social benefits scheme. A different conclusion follows from examining the national family planning scheme created in the 1970’s. (Riquer, 2000). Although no gender orientation was stated when the scheme was initiated, the outcome is that women’s citizenship has been enhanced by its effects. The present article aims to show through the analysis of both policies, their potential impact on Mexican women’s sense of citizenship. It proposes to relate the degree of defamiliarization as a key to characterize the condition of Mexican women’s citizenship.
