An approach to the concept of innovation in public services

Abstract
Innovation in the public sector has been poorly addressed by studies on innovation and on public administration. On the basis of the evolution of the approach that has defined the problem, this article discusses, from a theoretical perspective, the concept of innovation in the public sector, comprising dimensions, its application, and differences regarding innovation in the private sector. Organizational characteristics and the nature of public services both compel us to think about innovation from a different perspective other than the one which occurs in industrial enterprises. Our goal is to propose a concept of innovation in public services considering different categories of analysis yet emphasizing two particular dimensions which are: the value of use and public value.
